Added get_reload() to read the reload a SCT reload register. Updated code to work with SCT in Unified 32-bit mode. Added example sct_32bit_pwm.rs

Tested SCT in both 32 bit Unified and 16 bit split mode. Tested get_relaod() in both SCT modes.
