Rebuilds PAC with svd2rust 0.15.2 and updates the patchset to work with the latest nightly rustc 1.38.0-nightly (dddb7fca0 2019-07-30)

v0.2.1 did not include the updated generated `src`

The offset was taken from official documentation (UM10503 Rev. 2.1),
which had a typo.

The new version extensively uses `derivedFrom` so that the generated
bindings will have type aliases instead of using unrelated types that
implement the exact same interface.

Removes the temporary test file.
